Role undertaken for this project was as Development & Project Manager to advise and undertake the functions to manage EPA obligations detailed within planning permit conditions for the construction of sixteen new warehouses and offices at 17-49 Douro Street, North Geelong. The critical element of the permit conditions is the obligation by the developer, contractors undertaking the works and future occupants to develop construction & operational techniques and methodologies that respond to the EPA Notice and the findings within the Environmental Audit Report (S53V). The role included:

  • Prepare project requirement brief and development delivery plan.

  • Engagement of specialist consultants to develop planning permit conditions specific obligations of the EPA that included EPA accredited auditor approval of Human Health Risk Assessment (HHRA) & Construction and Environmental Management Plan ( CEMP)

  • Manage the design development of specific requirements of the CEMP including earthworks Cut and Fill to raise the site levels and incorporating a Vapour Mitigation System (VMS)

  • Prepare various feasibility analysis reports to assess various commercial viability options

  • Investigate and develop Supply Authority proposals and co-ordination

  • Prepare various building area budgets from concept through to tender

  • Prepare supporting information for project finance to banks

  • Provide development master programme timelines

  • Prepare project risk register

  • Convene on behalf of the client the Project Design & Construction Team meetings

  • Manage the submission of planning permit amendments and endorsements with EPA Auditor approval.

  • Advise and oversee project delivery procurement methodology.

  • Co-ordination of Sales & Marketing plan with agents.

  • Project Manage construction through to handover.
